COUNCIL TAX - It was announced in the Budget that all local authorities would be freezing or reducing Council Tax for 2011-2012. Why has Ilfracombe's Council Tax increased?

It is stated at Government Level that there was 100% compliance with this freeze or reduction. This was done by using other Tax Paid monies from Central Government being used to pay a 2.5% increase on what the banded Council Tax Payer may have paid.
